init.c (build_vec_init): Call ubsan_instrument_bounds to check whether an initializer-list is too big...

* init.c (build_vec_init): Call ubsan_instrument_bounds to check
whether an initializer-list is too big for a VLA.
(throw_bad_array_length): Remove.
* cp-tree.h: Remove prototype.
