libhsail-rt: Fix some Autotools issues

* gcc_update (files_and_dependencies): Care for "libhsail-rt".

libhsail-rt/
* configure.ac: Don't instantiate AC_CONFIG_MACRO_DIR.
* configure: Regenerate.

libhsail-rt/
* config.h.in: Remove stale file.
