iwmmxt.md (cond_iwmmxt_movsi_insn): New pattern.

* config/arm/iwmmxt.md (cond_iwmmxt_movsi_insn): New pattern.
* config/arm/arm.md: For splits which rely on conditional moves,
remove ! TARGET_IWMMXT condition.
