crtbegin.asm (.fini): Use pc-relative relocs to reach .text instead of gp-relative relocs.

        * config/ia64/crtbegin.asm (.fini): Use pc-relative relocs to
        reach .text instead of gp-relative relocs.
        * config/ia64/crtend.asm (.init): Likewise.
