re PR libgcj/29205 (lib/pkgconfig/libgcj.pc needs to become version dependent)

PR libgcj/29205:
* Makefile.in: Rebuilt.
* Makefile.am (install-data-local): Install the .pc file.
(pkgconfig_DATA): Removed.
