Add target_ops argument to to_augmented_libraries_svr4_read

Add argument.
(target_augmented_libraries_svr4_read): Add argument.
* target.c (update_current_target): Update.
* remote.c (remote_augmented_libraries_svr4_read): Add 'self'
argument.
