toplev.c (rest_of_compilation): No longer set reload_completed.

        * toplev.c (rest_of_compilation): No longer set reload_completed.
        * reload1.c (reload): Set it here.  Perform instruction splitting
        after reload has completed if we will be running the scheduler
        again.
