toolchain: remove BR2_TOOLCHAIN_HAS_SHADOW_PASSWORDS

Commit b9882925a4 (toolchain: introduce
BR2_TOOLCHAIN_HAS_SHADOW_PASSWORDS) added this symbol to identify
Blackfin toolchains without shadow passwords support. We no longer
support Blackfin.
