mips.h (ISA_HAS_BRANCHLIKELY): Remove TARGET_MIPS5500.

* config/mips/mips.h (ISA_HAS_BRANCHLIKELY): Remove TARGET_MIPS5500.
* config/mips/mips.c (override_options): Disable branch likely
instructions if TUNE_MIPS5500.
