Makefile.am (GOTOOLS_TEST_TIMEOUT): Define.

* Makefile.am (GOTOOLS_TEST_TIMEOUT): Define.
(check-go-tool): Pass -test.timeout with GOTOOLS_TEST_TIMEOUT.
(check-cgo-test, check-carchive-test, check-vet): Likewise.
* Makefile.in: Rebuild.
