Use a stamp file for version.c

This introduces a stamp file for version.c, preventing unnecessary
version.o rebuilds.

* Makefile.in (clean mostlyclean): Remove stamp-version.
(version.c): Depend on stamp-version.
(stamp-version): New rule, from version.c rule.
