arm-cores.def: Add FL_FOR_ARCH flag for each ARM_CORE entry.

* gcc/config/arm/arm-cores.def: Add FL_FOR_ARCH flag for each
ARM_CORE entry.  Fix some white-space.
* gcc/config/arm/arm.c: Remove FL_FOR_ARCH derivation from
ARM_CORE definition.
