[Haifa Scheduler] Fix latent bug in macro-fusion/instruction grouping

gcc/

* haifa-sched.c (recompute_todo_spec): Treat SCHED_GROUP_P
as forcing a HARD_DEP between instructions, thereby
disallowing rewriting to break dependencies.
