gcc/ada/

* sem_attr.ads (Attribute_Impl_Def): Remove Enum_Rep/Val.
* sem_attr.adb (Attribute_20): New, move Enum_Rep/Val here.
(Analyze_Attribute): Take Attribute_20 into account.
