* Make-common.in:  Get SHELL from configure.
* (stamp-tvals sim-inline.c):  Use $(SHELL) when invoking
move-if-change.  Fixes NT native build problem.
* Makefile.in (nltvals.def):   Use $(SHELL) when invoking
move-if-change.  Fixes NT native build problem.
* configure:  Regenerate with autoconf 2.12.1 to fix shell issues for
NT native builds.
