rs6000.h (REG_ALLOC_ORDER): Increase priority for R2 on Darwin.

        * config/rs6000/rs6000.h (REG_ALLOC_ORDER):  Increase
        priority for R2 on Darwin.
        (HARD_REGNO_MODE_OK):  Don't accept R31 for DFmode.
