mips-protos.h: Break up long lines.

* config/mips/mips-protos.h: Break up long lines.
Remove needless #ifdef/#endif blocks.
Don't declare functions declared in file made by genpreds or recog.h.
* config/mips/mips.c (mips_output_function_prologue): TSIZE
is now HOST_WIDE_INT; delete unneeded casts.
* config/mips/mips.h: Don't use #elif.
