configure.ac (TOPLEVEL_CONFIGURE_ARGUMENTS): Move libgomp before libstdc++.

* configure.ac (TOPLEVEL_CONFIGURE_ARGUMENTS): Move libgomp before
libstdc++.
* Makefile.def: Add libgomp config as a maybe dependency for libstdc++.
* configure: Regenerate.
* Makefile.in: Regenerate.
