Fix some gotools testing problems

* Makefile.am (GOTESTFLAGS): New variable.
(check-runtime): Pass it to gotest.
(check-go-tools): Sort summary.
(check-runtime): Likewise.
(check-cgo-test): Likewise.
(check-carchive-test): Likewise.
(check): Likewise.
* Makefile.in: Regenerate.
