* Makefile.in (taz): Set PACKAGE to TOOL when not defined.
(do-tar-bz2): Replace TOOL with PACKAGE.
(gdb.tar.bz2): Remove GDBTK from GDB package.
(gdb+dejagnu.tar.bz2, insight.tar.bz2, insight+dejagnu.tar.bz2,
dejagnu.tar.bz2): New packages.
