gallium: Add an equivalent of MESA_FORMAT_BGR_UNORM8.

This is the last unorm format that MESA_FORMAT had and PIPE_FORMAT
didn't.  Note that it's an array format on gallium's side as well,
since it's a NPOT pixel size.
