cppinit.c (cpp_finish): Pop the final buffer without comment.

* cppinit.c (cpp_finish): Pop the final buffer without comment.
* cpplex.c (_cpp_lex_token): Don't pop the final buffer; and
take care to avoid multiple no-newline at EOF warnings in that
case.
