Fix value category bugs in std::reduce

* include/std/numeric (reduce(Iter, Iter, T, BinOp)): Fix value
category used in invocable check.
(reduce(Iter, Iter, T)): Pass initial value as rvalue.
* testsuite/26_numerics/reduce/2.cc: New test.
