[gdb/testsuite] Fix duplicate test-names in gdb.fortran

In gdb.fortran we have:
...
DUPLICATE: gdb.fortran/complex.exp: whatis $
DUPLICATE: gdb.fortran/complex.exp: whatis $
DUPLICATE: gdb.fortran/complex.exp: whatis $
DUPLICATE: gdb.fortran/complex.exp: whatis $
...

Fix this by using with_test_prefix.

Tested on x86_64-linux.
