always define HAVE_conditional_move

* genconfig.c (main): Always define HAVE_conditional_move.
* combine.c, expmed.c, expr.c, ifcvt.c, optabs.c, optabs.h,
toplev.c, tree-ssa-phiopt.c: Don't check if HAVE_conditional_move
is defined.
