configure.ac: Add check for sys/capability.h header.

* configure.ac: Add check for sys/capability.h header.
(have_capability): New substitution.
* configure: Regenerate.
* Makefile.in (GNATLIBCFLAGS_FOR_C): Add @have_capability@.
