Makefile.am (version_dep): New variable.

* src/Makefile.am (version_dep): New variable.
(libstdc___la_DEPENDENCIES): Use it to add dependency on
libstdc++-symbol.ver only when using symbol versioning.
* src/Makefile.in: Regenerate.
