S/390: Add -mbackchain options to fix test failure.

gcc/testsuite/ChangeLog

* gcc.dg/Wframe-address.c: S/390 requires the -mbackchain option to
access arbitrary stack frames.
* gcc.dg/Wno-frame-address.c: Likewise.
