cp-tree.h (IS_AGGR_TYPE): Include instantiated template template parameters.

* cp-tree.h (IS_AGGR_TYPE): Include instantiated template template
parameters.
(IMPLICIT_TYPENAME_TYPE_DECL_P): New macro.
* decl.c (push_class_binding): Use it.
(lookup_name_real): Likewise.
