arc: Add GNU/Linux support for ARC
ARC Linux targets differences from baremetal:
- No support for hardware single instruction stepping.
- Different access rules to registers.
- Use of another instruction for breakpoints.

- arc*-*-linux*): Remove "build_gdbserver=yes".
