	(obj_elf_section): Add SEC_LOAD to default initialization of
	flags.  Treat .rodata1 like .rodata.  Set SEC_LOAD as well as
	SEC_ALLOC for "alloc" string.  Don't bother trying to find the
	section; just use subseg_new.
