configure.in (TARGET_SYSTEM_ROOT): Set default to ${exec_prefix}/${target_alias}/sys-root.

* configure.in (TARGET_SYSTEM_ROOT): Set default to
${exec_prefix}/${target_alias}/sys-root.  Match explicit
'${exec_prefix}' (in addition to the expansion thereof) as
relocatable.
* configure: Rebuilt.
