cygwin32.h (STRIP_NAME_ENCODING): Define for Win32 to strip off the trailing @[NUM] added by ENCODE_SECTION_INFO.

        off the trailing @[NUM] added by ENCODE_SECTION_INFO.
Also update copyright forgotten in last change.
