package/pdbg: Bump version to v3.3

Remove patches that now are upstream.

Upstream changes:
 - Implement p10 thread controls
 - Update p10 sbefifo chip-ops
 - For p10 switch default backend to sbefifo
 - Separate sbe api into new header libpdbg_sbe.h
