rs6000: Delete UNSPEC_FRSP

This isn't used since 2012.  (It's a remnant of RIOS support).

* config/rs6000/rs6000.c (rs6000_rtx_costs) <case UNSPEC>: Delete.
* config/rs6000/rs6000.md (unspec): Delete UNSPEC_FRSP.
