update_web_docs (WWWBASE_PREFORMATTED, PREPROCESS): New variables.

* update_web_docs (WWWBASE_PREFORMATTED, PREPROCESS): New
variables.
Fix a comment and add another one.
Generate the installation documentation in HTML format from
gcc/doc/install.texi.
