pa.c (move_operand): Respect -mdisable-indexing.

        * pa.c (move_operand): Respect -mdisable-indexing.
        * pa.h (GO_IF_LEGITIMATE_ADDRESS): Likewise.
Bring over from gcc2.  Fixes ada -O2 bootstrap.
