package/sysrepo: use default CMAKE_BUILD_TYPE for host package

package/sysrepo: use default CMAKE_BUILD_TYPE for host package

Use the default build type for host-sysrepo.
In the current version of sysrepo, this happens to be 'Debug'.
As 'Debug' also enables tests, explicitly disable them.
