    * configure:  Regenerate.
        * configure.in (arm-*-oabi):  New.
        (thumb-*-oabi):  New.
        * config/tc-arm.c (target_oabi):  Declare.
        (md_apply_fix3): Support REL relocs.
        (md_parse_option):  Handle -oabi.
        (elf32_arm_target_format):  New routine.
        (md_longopts):  Add OPTION_OABI.
        * config/tc-arm.h:  Redefine TARGET_FORMAT.
