Add VEC_SERIES_EXPR and associated optab

Add VEC_SERIES_EXPR and associated optab

Similarly to the VEC_DUPLICATE_EXPR, this patch adds a tree code
equivalent of the VEC_SERIES rtx code: VEC_SERIES_EXPR.
