* system.h (HAVE_DESIGNATED_UNION_INITIALIZERS): New.
* recog.h (struct insn_data_d): Check it instead of
HAVE_DESIGNATED_INITIALIZERS.
* genoutput.c (output_insn_data): Likewise.
