Also check GOT PLT for R_X86_64_PLTOFF64

Since "-z now" replaces PLT with GOT PLT, we should also check GOT PLT
for R_X86_64_PLTOFF64 relocation.

plt_got.offset for R_X86_64_PLTOFF64.
