panfrost/midgard: imul can only run on *mul

This restriction makes sense logically. Not sure why it wasn't obeyed
before. In conjunction with previous commit's disclaimer, fixes
dEQP-GLES2.functional.shaders.loop.for_dynamic_iterations.*
