c6x.md (reserve_cycles): New attribute.

* config/c6x/c6x.md (reserve_cycles): New attribute.
* config/c6x/c6x.c (c6x_sched_reorder_1): Ensure insns we predicate
don't reserve functional units after the branch occurs.
