* gdbtypes.c, gdbtypes.h:  New function lookup_signed_typename.
* c-exp.y:  Call lookup_signed_typename() after seeing
"signed".  This handles "signed char" correctly.
* c-exp.y:  Recognize (but ignore) 'const' and 'volatile'
keywords before a type specifier.
