* config.in: Ditto.
* Makefile.in (top_builddir): New macro.
(INTLLIBS): New macro.
(INTLDEPS): Likewise.
(psim): Depend on INTLDEPS; link against INTLLIBS.
* configure.in: Call CY_GNU_GETTEXT.
