Check no unreachable blocks in inverted_post_order_compute

* cfganal.c (verify_no_unreachable_blocks): New function.
(inverted_post_order_compute) [ENABLE_CHECKING]: Call
verify_no_unreachable_blocks.
cfganal.h (verify_no_unreachable_blocks): Declare.
