	(s390_load_address): ... this new function.
	(s390_decompose_address): Allow the argument pointer and all
	virtual registers as 'pointer' registers.
	(s390_expand_plus_operand): Use s390_load_address.
	config/s390/s390.md (movti, movdi, movdf splitters): Likewise.
	("force_la_31"): New insn pattern.
