* doc/Makefile.am (POD2MAN): Use 'GNU Development Tools' for
the page man title.
* doc/Makefile.in: Rebuild.
* doc/as.texinfo: Do not put man SEEALSO in document;
Use @command for commands, @option for options; Reorganize usage
to clearly identify target specific options.
