re PR testsuite/25891 (gomp tests run on non-libgomp (non-thread) ports, failing all)

PR testsuite/25891
* lib/target-supports.exp (check_effective_target_fopenmp): New proc.
* gcc.dg/gomp/gomp.exp: Return without testing anything if
check_effective_target_fopenmp returns 0.
